Japan not to forget May Day - Japan Govt. Update

May 1, 1956. On this day, Minamata disease, which is said to be the first pollution case in Japan, was officially confirmed for the first time. The string of numbers of this date, 195651, is alsoused in the domain name (http://www.minamata195651.jp) of the Minamata Disease Municipal Museum, which exhibits valuable materials on Minamata disease and preserves them for posterity.

Minamata disease, caused by the ingestion of methyl mercury, causes numbness in the limbs, impairs mobility, and in serious cases, leads to coma and death. As such, the disease has caused tremendous pain and suffering to the victims and seriously impacted the local community.

Fifty-four years have passed since then. This year on March 15, the court presented settlement conditions and other arrangements for an ongoing trial with the patients' group. I considered the responsibility of the government, which had not provided sufficient measures to prevent pollution and the feelings of those who had suffered for so long, and decided that the government would accept these conditions. On March 29, along with Kumamoto Prefecture and Chisso Corporation, an agreement toward settlement was reached with the patients' group.

In light of this agreement, the Cabinet decided on a policy for relief measures based on the special measures law related to the relief of Minamata disease victims and resolution of the Minamata disease problem in the April 16 meeting. We will start accepting applications for compensation from Minamata disease victims from May 1 in order to bring relief to the victims swiftly and to the greatest extent possible, based on the basic principle "to protect people's lives."

On May 1, a memorial ceremony for the victims of Minamata disease will be held in Minamata. I would like to attend this ceremony as the first Prime Minister to participate. If I am allowed to attend, I intend to apologize once again, on behalf of the government, to the victims for not having been able to prevent the damage from spreading.

Squarely taking on board the feelings of the victims, we must pledge to never allow this to happen again, and pass on this experience to the world and to the next generations in order to not let the truth and history of Minamata disease fade.

An oil spill is the release of a liquid petroleum hydrocarbon into the environment due to human activity, and is a form of pollution. The term often refers to marine oil spills, where oil is released into the ocean or coastal waters. The oil may be a variety of materials, including crude oil, refined petroleum products (such as gasoline or diesel fuel) or by-products, ships' bunkers, oily refuse or oil mixed in waste. Spills take months or even years to clean up. Oil also enters the marine environment from natural oil seeps. Most human-made oil pollution comes from land-based activity, but public attention and regulation has tended to focus most sharply on seagoing oil tankers.

The oil penetrates up the structure of the plumage of birds, reducing its insulating ability, and so making the birds more vulnerable to temperature fluctuations and much less buoyant in the water. It also impairs birds' flight abilities to forage and escape from predators. As they attempt to preen, birds typically ingest oil that covers their feathers, causing kidney damage, altered liver function, and digestive tract irritation. This and the limited foraging ability quickly causes dehydration and metabolic imbalances. Hormonal balance alteration including changes in luteinizing protein can also result in some birds exposed to petroleum. Most birds affected by an oil spill die unless there is human intervention.

Marine mammals exposed to oil spills are affected in similar ways as seabirds. Oil coats the fur of Sea otters and seals, reducing its insulation abilities and leading to body temperature fluctuations and hypothermia. Ingestion of the oil causes dehydration and impaired digestions.

Iron Man 2 - Iron Man 2 at Hollywood Topics

Iron Man 2 is a 2010 American superhero film based on the Marvel Comics character of the same name from Marvel Studios and Paramount Pictures. It is the sequel to 2008's Iron Man, and the second film in a planned trilogy. Directed by Jon Favreau, the film stars Robert Downey, Jr., reprising his role as Tony Stark, an industrialist and master engineer, also known as the superhero Iron Man. The film was released in France on April 28, in the United Kingdom on April 30, 2010 and in the United States and Canada on May 7, 2010.

Six months after the end of the first movie, Tony Stark (Robert Downey, Jr.) has used his Iron Man armor to bring about a negotiated peace between the major super powers of the world, and his immense popularity with the general public is only furthered when he fulfills his father's dream by opening the "Stark Expo", to showcase all the latest inventions that will benefit the world. Stark is, however, still vilified by the United States government, and Senator Stern (Gary Shandling) in particular, who demands that he hand his armor technology over for military application. Stark refuses, publicly shaming rival Justin Hammer (Sam Rockwell) in the process by highlighting his own failed attempts at recreating the technology. All is not well in Stark's life, however: he has discovered that the palladium in the arc reactor keeping his heart beating has begun to poison his body, slowly killing him, and all attempts to find a substitute element have failed. Slowly going off the rails as a consequence of what he believes to be his impending death, he appoints his former personal assistant Pepper Potts (Gwyneth Paltrow) CEO of Stark Industries, replacing her with Natalie Rushman (Scarlett Johansson).

While racing in Monaco, Stark is attacked by Ivan Vanko (Mickey Rourke), who has constructed a miniaturized arc reactor of his own, including whip-like attachments harnessing the electrical energy. Defeating Vanko with the aid of his Mark V armor (a transforming briefcase), Stark discovers that Vanko is the son of disgraced Russian physicist Anton Vanko, who collaborated on the first arc reactor with Stark's father Howard (John Slattery). Vanko is promptly broken out of jail by a revenge-seeking Justin Hammer, who puts him to work fashioning a line of battle droids that he will use to upstage Stark at his own Expo.

Tony throws what he believes will be his last birthday party and promptly proceeds to get drunk whilst wearing the Iron Man armor, forcing his friend Lt. Colonel James Rhodes (Don Cheadle) to don the Mark II armor and subdue him. Disgraced, Stark is approached by Nick Fury of S.H.I.E.L.D (Samuel L. Jackson), who provides him with a chest of his father's old artifacts that can hopefully be used to find a cure for his palladium poisoning. Reviewing the film reels in the chest, Stark discovers a message from his father that leads him to the original 1974 diorama of the Stark Expo: in reality, a disguised diagram for the molecular structure of a new element. Stark hand-builds a particle accelerator with the aid of his computer J.A.R.V.I.S. (voice of Paul Bettany) and synthesizes this new element, creating a new triangular chest arc that cures his poisoning.

Simultaneously, at Stark Expo, Hammer unveils his new military drones, captained by Rhodes in a heavily-weaponized version of the confiscated Mark II armor. Unfortunately, it is soon discovered that Vanko has complete control of both the drones and Rhodes's new armor, and Stark arrives just as they go on the attack. As Stark battles against these remote-controlled enemies, Happy Hogan (Jon Favreau) and Natalie (an undercover S.H.I.E.L.D. agent named Natalia Romanoff) race to Hammer's Queens facility to stop Vanko. By they time they arrive, Vanko has already departed for the Expo in a new, more powerful suit of armor, but Natalie is able to give Rhodes control of his armor again so that he and Stark can fight Vanko together. The two armored allies combine their powers and successfully take Vanko down, but his armor and drones are revealed to have been equipped with self-destruct charges. As they begin to go off, Stark races to save Pepper, rescuing her at the last minute. She quits her CEO position, and she finally gives Tony a kiss.

At a debriefing, Fury informs Stark that while Stark is "unsuitable" for the "Avengers Initiative", S.H.I.E.L.D. wants Iron Man as a consultant. Stark agrees on the condition that Senator Stern present him and Col. Rhodes with their medals for bravery.

In a post-credits scene, S.H.I.E.L.D. agent Coulson (Clark Gregg) is seen driving to a remote crater in the New Mexico desert. Over a phone, he informs Fury that an excavation team has discovered a hammer in the crater, and tells Fury that they have found "him".

Special fares from New York by Emirates

Bangalore: Emirates is offering special roundtrip fares from New York to select destinations in Southeast Asia, starting from $1,060 in Economy Class. This offer is valid only on scheduled Emirates flight EK 204 from New York (JFK) to five destinations, including Hong Kong from $1,060, Bangkok from $1,260, Kuala Lumpur from $1,265, Jakarta from $1,380, Singapore from $1,400.

All fares are inclusive of government taxes and fees and entitle each passenger to one free stopover in Dubai. Travels using this promotion can be booked through the website or through local travel agent between now and May 19, 2010. Travel must commence on or before May 19, 2010 or between September 20, 2010 and November 30, 2010.

These fares are valid only when utilizing scheduled Emirates non-stop transatlantic services to and from New York to Hong Kong, Singapore, Jakarta and Kuala Lumpur. Youtube Video Watched by 180 Million Americans

Virginia: comScore has released March 2010 data from the comScore Video Metrix service which shows that more than 180 million U.S. Internet users watched online video during the month. YouTube delivered video to more than 135 million viewers during the month, reaching 3 out of every 4 online video viewers at an average of 96 videos per viewer.

Top 10 video content properties by videos viewed
U.S. Internet users watched 31.2 billion videos in March, with Google Sites ranking as the top video property with 13.1 billion videos, representing 41.8 percent of all videos viewed online. YouTube accounted for the vast majority of videos viewed at the property. Hulu ranked second with 1.1 billion videos, or 3.4 percent of all online videos viewed. Microsoft Sites ranked third with 655 million (2.1 percent), followed by Yahoo! Sites with 478 million (1.5 percent) and CBS Interactive with 457 million (1.5 percent).

Top 10 video content properties by viewers
More than 180 million viewers watched an average of 173 videos per viewer during the month of March. Google Sites attracted 136.0 million unique viewers during the month (96.0 videos per viewer), followed by Yahoo! Sites with 56.2 million viewers (8.5 videos per viewer) and CBS Interactive with 46.7 million viewers (9.8 videos per viewer).

Top video ad networks by potential reach
In March, Tremor Media ranked as the top video ad network with a potential reach of 96.5 million viewers, or 53.5 percent of the total video viewing audience. Adconion Video Network ranked second with a potential reach of 81.6 million viewers (45.2 percent penetration) followed by Advertising.com Video Network with 80.8 million viewers (44.8 percent).

The top video ad networks in terms of their actual reach delivered were: Joost Video Network (by Adconion Media Group) with 38.0 percent penetration of online video viewers, SpotXchange Video Ad Network with 19.9 percent, and BBE with 19.1 percent.

The survey also says that 135.3 million viewers watched 12.9 billion videos on YouTube.com (95.6 videos per viewer) and the average Hulu viewer watched 26.7 videos, totaling 2.6 hours of video per viewer. The duration of the average online video was 4.3 minutes.

Google to launch software for Telivision

Mountain View: Internet giant Google is grounding to introduce Android-based television software to developers at an event in May, reports Wall Street Journal.

The software can be embedded in the open set-top boxes, TV sets and other devices to get more content from web. Sony, Intel and Logitech are expected to offer products that support the new software.

Google may possibly disclose the details about the technology with developers at the Google I/O conference in San Francisco on May 19 and 20. Google uses the annual conference to showcase a range of technologies of interest to developers. One person familiar with the matter concerned that the company could also decide to delay discussing it until the technology is more mature.

Bloomberg reported that Sony is planning to announce devices using the Google software and Intel chips at the Google conference. Meanwhile, Google is continuing a very limited test of a television search service with Dish Network, according to people familiar with the matter. The service, which uses the new Google technology, allows users to access and search across programming from the Internet as well as Dish's conventional programming, these people said. The test, which began last year, is still limited to a very small number of the company's employees and their families.

India to produce more MNCs by 2024

Bangalore: India is expected to overturn China by 2024 as the principal source of new MNCs from the rising markets, with over 2,200 domestic firms forecasted to open overseas operations over the next 15 years.

Jairaj Purandare, India Leader for Markets and Industries, PwC, said, "It is encouraging to know that India will replace China as the largest source of new multinationals in the emerging world from 2018 onwards. The key drivers for this are the relative increase in both investment intensity and openness that the Indian economy offers.

The report says the number of companies from rising markets choosing to set up operations abroad has increased in the past five years, partly due to the rapid speed of globalization and the revolution in information and communication technologies. This trend is expected to continue over the next 15 years, as new MNCs from emerging economies rise in prominence on the global economic stage.

Indian and Chinese companies would lead the way in seeking new markets abroad, which will be joined by companies from Singapore, Russia, Malaysia and South Korea, who will continue to produce a large number of new MNCs.

The global consultancy major used econometric techniques to project the number of new multinationals arising from a sample of 15 emerging economies over the next 15 years. The countries analyzed are Argentina, Brazil, Chile, China, Hungary, India, Malaysia, Mexico, Poland, Romania, Russia, Singapore, South Korea, Ukraine and Vietnam.

RBI approves Nokia mobile money transfer

Mumbai: The Reserve Bank of India has permitted YES Bank to provide mobile money services in association with Nokia. The pilot in Pune will end in a couple of months, the result of which will presumably be inputs for the RBI to regulate the roll-out of the services in India, reports M. Ramesh of BusinessLine.

For a customer to start using this service, he has to first go to any of the Nokia retail outlets and fill a form which makes you an account holder with YES Bank. Nokia promises that the process will not take more than 15 minutes. Then he can deposit an amount at the Nokia outlet and in minutes the 'credit' appears on the mobile phone. After this, he can make payments at shops, pay electricity and water bills and even transfer funds to another person.

Obopay, a California-based company, in which Nokia has a stake, offers the technology back-up for YES Bank. Obopay charges two percent of the value of payments as commission, except for utility bills, where the payment would be between Rs. 5 and Rs. 10 a transaction.

Currently, only YES Bank is offering such a service, but soon other banks could follow suit. Nokia has initiated discussions with a few other banks, but since it is up to the banks to apply for permission to the RBI, Nokia does not want to disclose their names or suggest a timeline for the launch of the service.

Director Sajid Khan reported that he has used an anti-piracy software to make sure that there are no illegal downloads. A call centre in Mumbai with 35 people is monitoring illegal downloading. The software will record IP addresses of illegal downloaders and they will be prosecuted as per anti-piracy law.

The soundtrack met with positive reviews. Abid of Glamsham said "Summing up, the album is another fun ride as we encounter one chartbuster after another, and hats off to the trio Shankar-Ehsaan-Loy, who have once again shown that they have the potential to compose as per the demand of the makers and the script" and gave the album 4 stars. Samir Dave of Planet Bollywood gave 7.5 stars out of 10, stating - "SEL deliver a fun ‘n’ frothy soundtrack that serves up a whole heaping spoonful of happiness." Joginder Tuteja of Bollywood Hungama gave the album 3.5 stars and stated - "Housefull is a fun album and never takes itself too seriously to turn into a landmark affair that would be remembered for years to come. The songs are meant to be entertaining enough to fit in well with the film's narrative and not allow any full moment whatsoever to come in.". Rudhir Barman of Sampurn Wire awarded the album 3.5 out of possible 5 stars saying - "The fast paced journey that everything is taking currently, it’s the survival of what works 'today'. In that aspect, 'Housefull' works and ensures that there won’t be any dull moment once the songs play on screen." However, Sukanya Verma of Rediff came up with a mixed review, stating - "Housefull is a mixed bag of zippy and wishy-washy, there's nothing full-filling about this House."

Housefull is reportedly the first Indian film with an in-built anti-piracy software. Director Sajid Khan reported that he has used an anti-piracy software to make sure that there are no illegal downloads. A call centre in Mumbai with 35 people is monitoring illegal downloading. The software will record IP addresses of illegal downloaders and they will be prosecuted as per anti-piracy law.

The soundtrack met with positive reviews. Abid of Glamsham said "Summing up, the album is another fun ride as we encounter one chartbuster after another, and hats off to the trio Shankar-Ehsaan-Loy, who have once again shown that they have the potential to compose as per the demand of the makers and the script" and gave the album 4 stars. Samir Dave of Planet Bollywood gave 7.5 stars out of 10, stating - "SEL deliver a fun ‘n’ frothy soundtrack that serves up a whole heaping spoonful of happiness." Joginder Tuteja of Bollywood Hungama gave the album 3.5 stars and stated - "Housefull is a fun album and never takes itself too seriously to turn into a landmark affair that would be remembered for years to come. The songs are meant to be entertaining enough to fit in well with the film's narrative and not allow any full moment whatsoever to come in.". Rudhir Barman of Sampurn Wire awarded the album 3.5 out of possible 5 stars saying - "The fast paced journey that everything is taking currently, it’s the survival of what works 'today'. In that aspect, 'Housefull' works and ensures that there won’t be any dull moment once the songs play on screen." Fulbright Enrichment Seminar in Washington

Fulbright Foreign Students Convene in Washington, D.C. to Foster Change
Through Social Entrepreneurship

On April 29-May 2, approximately 63 Fulbright students representing more than 47 countries will convene in Washington, D.C. at a Fulbright Enrichment Seminar hosted by the U.S. Department of State to explore social entrepreneurship as a model to address shared challenges in the areas of environmental sustainability, public health, education and economic and social equity.

Fulbright Enrichment Seminar participants, studying at institutions throughout the United States, will contribute their global perspectives as academically gifted and socially engaged individuals to a variety of activities designed to stimulate discussion on social entrepreneurship. Fulbrighters will hear from leading social entrepreneurs, including keynote speaker Diana Wells, President of Ashoka, as well as U.S. government officials, private and non-profit sector leaders, and members of the academic community about best strategies to apply entrepreneurial principles and business models to solve social problems. Through community outreach programs and student-led activities, they will discover how social entrepreneurs impact communities in the U.S. and specifically in the Washington, D.C. area. Finally, they will work with their peers to explore how social entrepreneurship principles, structures and resources can be applied in their home countries.

The four-day seminar will be held at the Hyatt Regency Washington - Capitol Hill, at 400 New Jersey Avenue, NW. The Fulbright students will meet with Washington area social entrepreneurship experts who are taking part in an interactive panel discussion, "Social Entrepreneurship: From Vision to Action" on Friday, April 30, from 9:00 a.m. to 11:00 a.m. Later than afternoon, the Fulbrighters will take part in community service projects throughout Washington. More than 1,800 new Fulbright Foreign Students enter U.S. academic programs each year. Obama at Naturalization Ceremony for Active-Duty Service Members

THE PRESIDENT: Good morning, everybody. Thank you, Secretary Napolitano, for being here to administer the oath --for making it official. Thank you, also, for leading our efforts to achieve comprehensive immigration reform so that America keeps faith with our heritage as both a nation of immigrants and a nation of laws.

To Director Mayorkas and all the dedicated folks at U.S. Citizenship and Immigration Services, thank you for your help to these men and women, and so many of our troops, to realize their dreams of citizenship.

We are joined by Congresswoman Susan Davis, Deputy Secretary of Defense Bill Lynn and the Vice Chairman of the Joint Chiefs of Staff, General Jim "Hoss" Cartwright.

Most of all, to America's newest citizens -- it is a great honor to serve as your Commander-in-Chief, and it is my greatest pleasure to be among the first to greet you as a "fellow American." To you and your families, welcome to the White House.

Today is your day -- a celebration of 24 inspiring men and women and the remarkable journeys that have brought you together on this beautiful spring morning to our nation's capitol. The paths that led you here began in more than a dozen countries, from Peru to Poland, from Kenya to the Philippines.

Some of you came to America as children, holding tight to your parents' hands as you arrived in a new world. Some of you came as adults, leaving everything you knew behind in pursuit of a new life. And while your stories are your own, today we celebrate the common spirit that lives within each of you -- a spirit that has renewed and strengthened America for more than two centuries.

We celebrate the love of family -- your moms and dads who were willing to say good-bye to their own families, their own countries, so they could have an opportunity to give you the opportunity you [sic] never had. Like generations of immigrants before them, they worked hard. They scrimped and they saved. They deferred their own dreams so that you could realize yours. So today is a tribute to their sacrifices as well. And I would ask that you join me in honoring your moms and dads and the families that helped bring you to this day. (Applause.)

We celebrate the spirit of possibility -- an ethic that says if you're willing to put your shoulder to the wheel and apply your God-given talents, if you believe in yourself and you play by the rules, then there is a place for you in the United States of America -- no matter where you come from and no matter what you look like.

It's the spirit that brought a young woman from the People's Republic of China and inspired her to enlist in the United States Air Force, where she excels as a material management specialist. So today we congratulate our fellow citizen, Yu Yuan. (Applause.)

It's the spirit that brought a refugee from Ethiopia and led him to enlist in the U.S. Army because, he said, he wanted to give back to the country that "has given me the opportunity to be all that I can be." And today we congratulate Berhan Teferi. (Applause.)

We celebrate the true meaning of patriotism -- the love of a country that's so strong that these men and women were willing to risk their lives to defend our country even before they could call it their own.

It's a patriotism of a daughter of Mexico, who came to America in those first terrible days after 9/11, joined the U.S. Navy and says, "I take pride in our flag and the history that forged this great nation and the history we write day by day." So today we congratulate Perla Ramos. (Applause.)

And it's the patriotism of a young man from Papua New Guinea, who joined the United States Marine Corps and deployed to Iraq -- not once, not twice, but three times. Asked why he would choose to become an American citizen, he said simply, "I might as well. I love this country already." And so we congratulate Granger Michael. (Applause.)

The four of you can sit down. You represent not only the branch of the Armed Services that you are a part of, but also the other members who are your fellow citizens here today, and we thank you very much. We're grateful to you. (Applause.)

In short, today we celebrate the very essence of the country that we all love -- an America where so many of our forbearers came from someplace else; a society that's been enriched by traditions and cultures from every corner of the world; a dynamic economy that's constantly renewed by the talents and energies of each new citizen; and a people who understand that citizenship is not just a collection of rights, but it's also a set of responsibilities.

Like so many others, these men and women met their responsibilities. They played by the rules. They have earned their citizenship. And so on a day like this, we are also reminded of how we must remain both a nation of immigrants and a nation of laws. This includes fixing America's broken immigration system.

Over the years, many have attempted to confront this challenge, but passions are great and disagreements run deep. Yet surely we can all agree that when 11 million people in our country are living here illegally, outside the system, that's unacceptable. The American people demand and deserve a solution. And they deserve common-sense, comprehensive immigration reform grounded in the principles of responsibility and accountability.

Government has a responsibility to enforce the law and secure our borders and set clear rules and priorities for future immigration. And under Secretary Napolitano's leadership at the Department of Homeland Security, that's exactly what we're doing. We've strengthened security at our borders, ports and airports and we will continue to do so, because America's borders must be secure. That's part of what these young people here today stand for.

Businesses have a responsibility to obey the law and not undermine American workers, especially when so many Americans are out of work. Many businesses work to comply with the law every day. But for those that don't -- those that ignore the law and exploit and abuse vulnerable workers and try to gain an unfair advantage over all the businesses that do follow the law -- we will hold them accountable.

And people who are in America illegally have a responsibility -- to pay their back taxes and admit responsibility for breaking the law, pay a penalty, learn English, pass criminal background checks, and get right with the law -- or face removal -- before they can get in line and eventually earn their citizenship.

So responsibility. Accountability. Common-sense, comprehensive immigration reform. I thank Secretary Napolitano for helping to lead our efforts, both on and off Capitol Hill. And I thank Senators Schumer and Graham for working with us to forge a bipartisan consensus on a framework for moving forward, and I welcome the commitment of House and Senate Democratic leaders to take action.

I'll continue to consult with Democrats and Republicans in Congress, and I would note that 11 current Republican Senators voted to pass immigration reform four years ago. I'm hopeful that they will join with Democrats in doing so again so we can make the progress the American people deserve.

Indeed, our failure to act responsibly at the federal level will only open the door to irresponsibility by others. And that includes, for example, the recent efforts in Arizona, which threatened to undermine basic notions of fairness that we cherish as Americans, as well as the trust between police and their communities that is so crucial to keeping us safe.

In fact, I've instructed members of my administration to closely monitor the situation and examine the civil rights and other implications of this legislation. But if we continue to fail to act at a federal level, we will continue to see misguided efforts opening up around the country.

As a nation, as a people, we can choose a different future -- a future that keeps faith with our history, with our heritage, and with the hope that America has always inspired in the hearts of people all over the world. For just as each of these 24 new citizens once cast their eyes upon our country from afar, so too, somewhere in the world today is a young boy or a young girl wondering if they, too, might someday share in America's promise.

In the example of these new citizens, and in the actions we take as a nation, let us offer our answer, with confidence and optimism. Yes, there is a place called America that still welcomes those "yearning to breathe free." A country where if you work hard and meet your responsibilities, you can pursue your dreams. A society where out of many, we are one -- "one nation under God, indivisible, with liberty and justice for all."

That's the promise of America. That is the spirit that all of you are renewing here today. We are incredibly proud of you, God bless you, and may God bless the United States of America. (Applause.)

Online Journalists Increasingly Risk Censorship, Imprisonment

Washington - For the first time, the number of online journalists in prison almost surpasses the number of jailed traditional print and broadcast journalists, according to the Center for International Media Assistance ( http://cima.ned.org/ ) (CIMA), an initiative of the National Endowment for Democracy, a private, nonprofit foundation dedicated to strengthening democratic institutions around the world.

In a special event on Capitol Hill April 27 in honor of World Press Freedom Day ( http://portal.unesco.org/ci/en/ev.php-URL_ID=29293&URL_DO=DO_TOPIC&URL_SECTION=201.html ) on May 3, CIMA, with the support of the U.S. Congressional Caucus for the Freedom of the Press, hosted a morning-long panel discussion entitled "Bloggers Behind Bars."

"The battle for press freedom has moved online," said Robert Mahoney ( http://www.cpj.org/about/staff.php ), an experienced international journalist and deputy director of the Committee to Protect Journalists ( http://www.cpj.org/ ) (CPJ). In its 2009 prison census, CPJ found that at least 68 bloggers, Web-based reporters, and online editors are under arrest worldwide, constituting about half of all journalists now in jail, he said.

Online journalists are especially vulnerable to persecution, Mahoney said, because most of them are independent freelance writers without the protection of an established media company that would have the legal resources and political connections to keep them out - or get them out - of prison. Bloggers without a high profile on the international stage are especially vulnerable to intimidation, abduction and worse, he said.

And it's not just repressive governments that are hunting down online journalists, Mahoney said. Powerful gangs seek to silence bloggers who dare to expose the illegal activities of criminal organizations, he said.

Repressive regimes can halt the use of the Internet more easily than they can close down news organizations, according to Mahoney. Filtering systems, firewalls and pressure on service providers are their tools for suppressing free speech, he said, adding that Internet service providers have little motivation to protect online journalists.

The tactics for silencing online journalists differ by country, said Robert Faris ( http://cyber.law.harvard.edu/people/rfaris ), the research director for the Berkman Center for Internet and Society ( http://cyber.law.harvard.edu/about ) at Harvard University. Internet filtering is especially prevalent in Syria, for example, while Egypt doesn't attempt to block the Internet but does go after the online journalists themselves, he said.

Faris said that repressive governments are becoming more sophisticated in using the Internet to suppress free speech. And for every blogger they put in jail, a real - but undocumented - "chilling effect" is put on other bloggers, he said. Even so, bloggers in general have succeeded in expanding accepted political discussion not tackled by traditional media outlets, Faris said.

According to Tienchi Martin-Kiao, the president of the Independent Chinese PEN Center ( http://www.chinesepen.org/English/AboutUs/AboutUs/200802/english_21410.html ), a nonprofit organization supporting journalism freedom in China, the Chinese government has developed a sophisticated filtering system designed to flag words it finds inflammatory. Nonetheless, Chinese bloggers and their readers, she said, have gotten around censorship by developing their own language - a sort of "electronic vocabulary" used to criticize the government while evading the "Internet police." But it's a "cat-and-mouse" game, Martin-Kiao acknowledged, and the Chinese government can often make blog entries not to its liking disappear within minutes of their posting.

Omid Memarian ( http://omidmemarian.com/ ), an Iranian journalist and blogger who in 2004 spent time in prison ( http://www.washingtonpost.com/wp-dyn/content/article/2005/11/10/AR2005111002106.html ) for his work, said many former Iranian officials have turned to blogging to criticize the current government. "The more people who have access to the Internet and [free] discourse, the more they can pressure the government" for change, he said. Memarian emphasized that activist bloggers need access to proxy websites with online security to evade government suppression.

But Faris said circumvention technology is only a short-term solution. "This is a political problem that needs a political solution," Faris said. Attacking Internet censorship, added Mahoney, requires an international commitment.

The Obama administration, for its part, is reinvigorating the Global Internet Freedom Task Force ( http://www.america.gov/st/freepress-english/2006/December/20061220173640xjsnommis0.7082331.html ) as a forum for addressing threats to Internet freedom around the world. Secretary of State Hillary Rodham Clinton, in a major speech ( http://www.america.gov/st/texttrans-english/2010/January/20100121142618eaifas0.6585352.html ) delivered in January, said the United States is urging U.S. media companies to take a proactive role in challenging foreign governments' demands for censorship and surveillance.

"The private sector has a shared responsibility to help safeguard free expression," Clinton said. "And when their business dealings threaten to undermine this freedom, they need to consider what's right, not simply what's a quick profit."

Clinton also said the Obama administration is "encouraged" by the work currently being done by the Global Network Initiative ( http://www.globalnetworkinitiative.org/ ), which is a voluntary effort by technology companies - along with nongovernmental organizations, academic experts and social investment funds - to respond to government requests for censorship. As a part of the U.S. government commitment to support responsible private-sector engagement on information freedom, the State Department held a high-level meeting in February to bring together companies that provide network services for talks about Internet freedom.

Obama Calls Arizona Immigration Poorly Conceived

Washington - President Obama and senior members of his administration have criticized a new law by the state of Arizona that requires police to check those suspected of being illegal immigrants for immigration paperwork. They say the Arizona law highlights the need for the U.S. Congress to enact comprehensive and common sense immigration reform.

Speaking at a town hall meeting in Iowa April 27, Obama said the law, which may come into effect in Arizona in July, is "a poorly conceived law," and that its potential for profiling or harassing Hispanic Americans for their documentation is "not the right way to go."

The president acknowledged that while his administration has made "significant progress" in securing U.S. borders to prevent illegal immigration, "[t]he system is broken" and a comprehensive approach through federal legislation is needed to hold illegal immigrants responsible for breaking U.S. laws while also offering them a pathway to obtaining U.S. citizenship.

The legislation should also crack down on U.S. companies that are hiring illegal immigrants, he said.

"We can try to build as many fences as we want at the border, but the fact is if folks are making $2 a day back home, and they can make $10 an hour here, they're going to come here - unless we make sure that employers are doing what's lawful," the president said.

Obama said there are currently 11 million to 12 million illegal immigrants in the United States, and he urged Democrats and Republicans in Congress to pass a law that would require them to register and learn the English language, and would impose fines for their illegal entry. But such am law also should provide them with an opportunity eventually to gain citizenship, he said.

"If we have that kind of comprehensive approach, then we can once again be a nation of laws and a nation of immigrants," the president said.

Along with requiring police to check suspects for their paperwork, the Arizona law also places restrictions on soliciting and hiring day laborers off the street. It also allows Arizonans to utilize the state's legal system to force local authorities to uphold the law.

U.S. Attorney General Eric Holder described the law as "unfortunate" and "subject to potential abuse." Speaking in Washington April 27, he said the U.S. Department of Justice is now reviewing the law and is "considering all possibilities, including the possibility of a court challenge" in response.

"I'm very concerned about the wedge that it could draw between communities that law enforcement is supposed to serve and those of us in law enforcement," Holder said.

In reaction to the law, nonprofit organizations such as the American Civil Liberties Union, the Mexican American Legal Defense and Educational Fund, and the National Immigration Law Center announced April 28 that they plan to challenge the measure in U.S. courts. According to news reports, additional civil challenges are expected. There have also been protests against the measure across the United States and some Americans have called on tourists to avoid visiting Arizona and for consumers to boycott companies that are based there.

Secretary of Homeland Security Janet Napolitano told U.S. senators April 27 that the Obama administration is also concerned from a law enforcement perspective, fearing that as officials are asked to focus their efforts on detaining all illegal immigrants, they will be less able to devote time and resources toward more egregious criminals such as felons and gang members.

"Constitutional or not, there are some real law enforcement reasons why laws like that are misguided," Napolitano told the Senate Judiciary Committee.

Enforcement of the measure also creates an "undue barrier" between officials and crime victims, such as the victims of human trafficking, she said.

But Napolitano said Arizonan officials were motivated partly by their frustration over the lack of action by Congress on the immigration issue and she urged lawmakers to pass comprehensive reform legislation.

"The message sent from Arizona was that movement needs to occur, that this issue should not be allowed to languish," she said.

U.S. Leaders Monitoring Greek Financial Crisis

Washington - President Obama has spoken with German Chancellor Angela Merkel about Greece's unfolding economic crisis and the importance of action by Greek officials to begin preparing the necessary measures to respond, the White House says.

"This is something that is of great concern to the president," White House deputy press secretary Bill Burton told reporters April 28. "We're monitoring it very closely. And officials from Treasury [Department] and other appropriate agencies are in close contact ... about that issue."

The president spoke with Merkel by telephone April 28, and according to the White House, "they discussed the importance of resolute action by Greece and timely support from the [International Monetary Fund] and Europe."

Earlier, the Greek government formally requested an international funding package to pull the country out of a debt crisis. Prime Minister George Papandreou announced on Greek television April 23 the activation of up to 45 billion euros, or $60 billion, in loans expected from the European Union and the International Monetary Fund (IMF). Officials from the European Commission, European Central Bank and IMF have been holding talks in Athens to complete terms of the anticipated aid package.

The Greek government has already begun readying severe austerity measures to secure the multibillion euro assistance. And the IMF has pledged to increase the 45 billion euro aid package for Greece to nearly 120 billion euros over a three-year period to thwart the financial crisis. Customarily, the austerity measures have to be in place as the aid package takes effect.

Papandreou was in Washington March 9 for consultations with key U.S. leaders on the financial crisis that has gripped his country and pushed the government's budget deficit to 12.7 percent of Greece's annual gross domestic product, which is the sum of the nation's goods and services. Papandreou is attempting to reduce the deficit to about 8 percent of GDP, and he blames much of the nation's economic woes on widespread financial speculation that is largely unregulated in markets across the globe, and is the subject of intense scrutiny by the Group of 20 advanced and emerging economies.

Previously, the Standard & Poor's credit rating services agency announced a downgrade in the credit ratings of Greece, Spain and Portugal.

At a joint press conference with Papandreou March 9, Secretary of State Hillary Rodham Clinton said ( http://www.america.gov/st/texttrans-english/2010/March/20100308172802eaifas0.6518518.html ) that "among our most pressing, shared challenges today is the global economic crisis that has thrown people out of work, shuttered businesses, [and] drained government coffers in both the United States and Greece. I want to commend the prime minister for his leadership in tackling the challenge that he confronted upon taking office."

"We support Greece and the tough economic measures it is taking to address this issue," Clinton added. Papandreou is implementing measures designed to reduce government spending and repair the nation's tax system.

Clinton said that neither the prime minister nor the Greek government has asked the United States for financial assistance. Papandreou was in Washington seeking U.S. support in the Group of 20 (G20) industrialized and developing economies to push for changes in regulatory regimes governing some of these highly speculative financial instruments that have been used "to the detriment not only of Greece, but of other nations, including our own," Clinton said.

The U.S. Senate is considering legislation that would institute new financial industry reforms similar to what has been discussed by the G20 nations in two summits in 2009 in London ( http://www.america.gov/st/peacesec-english/2009/April/20090402151644dmslahrellek0.8364832.html ) and Pittsburgh ( http://www.america.gov/st/business-english/2009/September/20090927125733dmslahrellek0.1804882.html ). The president has said it is essential for the United States to strengthen financial rules to lessen chances of another economic recession.

While in Washington, Papandreou, who assumed office in October 2009, also held meetings with Treasury Secretary Timothy Geithner, but he told reporters that he did not ask for financial assistance. White House press secretary Robert Gibbs said that the administration believes the European Union is in the best position for helping Greece manage its economic situation.
